Where I am from, the NIMBY/Change-Averse/Change-blocking electorate and leadership is 80% liberal progressive Democrat and 20% wealthy conservative.
There is a shared goal with part of the wealthy liberal and conservative NIMBYs in that they want to preserve their standard of living including their high real estate values.
Then there is the rest that are almost 100% liberal progressives that lack the gray matter to envision any tangible future state.... they are easily frightened artistic hippies if you will that get high anxiety contemplating certain change. It is ironic because they claim to be progressives that demand change... but the change they demand is to force everyone back to living in communal solar-powered yurts, eating sustainable rodents and tubers, and being prevented from any economic inequity while also expecting protection for their individualism.
The problem is that we have given these change-blocking people too much political power (environmental laws, etc.). Effective leadership is one that can grasp a vision of a future state of change, and drag the rest kicking and screaming to that place where they eventually get it and calm down.

Jeff Mauer wrote a good column on this issue on January 3rd, titled "How Did Blocking Stuff Become Left-Coded?"
